Good question. I think, in reality, they tied cement blocks to some guys ankles and then threw them in. They fished some guy out of the East River in New York not too long ago that got that treatment.
This is not a widely known film despite being a gangster movie and having tons of stars in it. Hoffman, Willis, Kidman, Buscemi, etc. It's not great but it's entertaining. Hoffman is a lot older here than the real Dutch Schultz. He was only 34 when he was killed. The production design of the film is great as well. Loren Dean as Billy Bathgate is a pretty boring character for the lead though. I can see why we didn't see him appear as a lead in too many films after this.
